CARES Act
What is the CARES Act?
The federal CARES Act programs provide economic assistance to unemployed workers. The CARES Act consists of programs for an additional $300 per week, individuals who are not eligible for regular benefits, and extended benefits.
Did the CARES Act programs expire?
Yes. But Congress passed legislation to extend the CARES Act programs that affect unemployment benefits. Former President Trump signed it into law on Dec. 20, 2020.
Will I receive an additional $300 per week?
Yes. The Federal Pandemic Compensation (FPUC) program will add an additional $300 to a weekly benefit payment, effective 12/27/2020.
How do I apply for the additional $300 per week?
No additional action is required on your part. If you submit your weekly certification report and are eligible for a full or partial unemployment payment, you will receive the additional $300.
Are independent contractors or self-employed workers covered?
Yes. Pandemic Unemployment Assistance provides benefits to self-employed individuals who became unemployed because of COVID-19 and are not eligible for regular benefits.
How does the Pandemic Unemployment Assistance program help me if I’m not self-employed?
Pandemic Unemployment Assistance provide benefits to individuals who became unemployed because of COVID-19 and are not eligible for regular benefits due to low wages or denied issues.
Can employees work part time and receive Pandemic Unemployment Assistance?
It depends. The individual must be unemployed, or unable/unavailable to work due to a qualifying COVID-19 related reasons. Reduced hours is not a qualifying reason.
I have exhausted my UI benefits. Are additional benefits available?
Yes. The Pandemic Emergency Unemployment Compensation program provides extended benefits for exhausted claims for a maximum of 24 weeks.

Why did I receive a “Pandemic Unemployment Assistance Personal Eligibility Determination Not Eligible for benefits under PUA” letter in the mail denying benefits?
You were denied benefits for the period of time listed on the letter because you did not indicate you were unemployed due to qualifying COVID-19 pandemic reasons on your weekly certification application. If you disagree with the determination, you may appeal.
Can I lose my benefits if I do not return to work when my employer’s business reopens?
Yes. You can potentially lose benefits if you do not return to work when the business opens. We would obtain details to find out whether you had good cause for not returning to work. We would ask for the reason for refusing work. Is this based on concern or fact (for example, do others in the workplace have COVID-19)? What does the employer have in place to keep you safe? What are your duties in relation to interacting with others? Could you telework? These questions and more must be asked to determine if you have good cause for refusing work. We look at each situation on a case-by-case basis.
What should I do when I return to work or find new employment?
Stop filing weekly reports when you return to work full time, even if you will not be receiving a paycheck that week. You do not need to contact the department or withdraw your claim when you return to work full time. Your claim will go inactive within two weeks after you stop filing weekly reports. If you become unemployed or underemployed again, you must reopen their claim at labor.idaho.gov/claimantportal.
What if I‘m temporarily laid off because the place where I work is temporarily closed due to COVID-19?
An individual temporarily laid off may qualify for benefits if he or she was able, available for and actively seeking work or returning to work with their employer.
Will I be required to look for work if I am temporarily out of for work because of coronavirus (COVID-19)?
No. If you are unemployed due to COVID-19 related reasons and will be returning to work with your employer, you are not required to seek work or register for work with us. Answer ‘yes’ to the question asking if you are returning to work on your unemployment application.
What if I am ill or have been diagnosed with COVID-19?
If you are unable to work due to COVID-19, you would not meet the able requirements to qualify for benefits. If you become ill after you have applied for unemployment, eligibility would be determined on a case-by-case review.
What if I quit my job because I am generally concerned over COVID-19?
It depends. Quitting for health reasons may be good cause. This would be determined on a case-by-case review.
What if I am confined to my home because of COVID-19?
It depends. If you are physically or mentally unable to work due to COVID-19, you generally would not meet the availability requirements to qualify for benefits. If you are isolated (quarantined) under the direction of a medical professional, local health district, your employer or state/local government, you may be eligible if you are off work because of COVID-19, provided you are returning to work with your employer.
What if I leave work because my child’s school has temporarily closed, and I feel I have to stay home with the child?
An individual who leaves work voluntarily without a reason attributable to the employer is generally disqualified from receiving UI. The reason the individual in this situation left work would not be considered attributable to the employer. Consequently, the individual would likely not qualify for UI. If you are unable or unavailable for work, you would not meet the able and available requirements to qualify for benefits.
What if I am currently in isolation due to COVID-19, but have not been diagnosed?
You could be eligible for benefits. This would be determined on a case-by-case review.
General Unemployment Insurance
I have a pending issue preventing payment. What does that mean?
If your status is “Pending Issue Stopping Payment,” additional information could be needed to determine if you are eligible for benefits. If a claims representative is not able to resolve the issue without speaking with you, they will contact you by phone or email for additional information to resolve your issue. Please be advised that your issue status on the Claimant Portal takes overnight to reflect resolved issues.
Should I contact the department if I have pending issues on my claim?
No. A claims representative will contact you by phone or email for additional information. It is not necessary for you to call us to have the issue resolved. Continue to file your weekly certifications.
Why does the online benefits application look like it’s unavailable?
If you are applying online using a tablet or phone, please ensure you using Chrome, Edge or Safari browsers. You will not be able to use your phone or tablet if you are using Internet Explorer (IE).
What is the quickest payment method – direct deposit or a bank card?
Your first payment will arrive 5-7 business days earlier if you enroll in direct deposit. View additional payment information here.
How much will I receive in unemployment insurance?
You can access your projected benefit amount online at labor.idaho.gov/claimant portal when you submit your unemployment insurance application.
I received my $600 stimulus payment. Do I report it on my unemployment insurance application or weekly certification?
No. The stimulus payment is not tied to employment and is not reportable for unemployment insurance purposes.
Are benefits paid through the CARES Act taxable?
Ten percent will be withheld for federal taxes if you elected to have taxes withheld from your regular benefits. We cannot withhold state taxes. Find more information about changing your election.
Do I have to report other income, for example, if my employer gave me part of their stimulus package?
Yes. This is reportable income categorized as “other income,” and reportable in the week that you receive it. This is reportable every week if you are receiving it on your regularly scheduled pay dates. This occurs when the employer gets a Paycheck Protection Program loan and then pays the claimant their regular or a portion of their regular paycheck.
Is it possible for claimants with health issues to expedite the claims process?
No. Claims are generally worked oldest to newest. They are not in order based on need.

I recently became an employee after being self employed / freelance bookkeeper. I’ve been an actual employee since Feb 2020 but was just laid off due to the coronavirus. I filed a claim and my claim was denied stating monetarily ineligible. What are my options as I now have no income coming in until further notice.

No. If you are unemployed due to COVID-19 related reasons and will be returning to work with your employer, you are not required to seek work or register for work with us. Answer ‘yes’ to the question asking if you are returning to work on your unemployment application. You are still required to submit your weekly reports and to maintain contact with your employer.

CARES Act programs will be retroactive. New information today: The agency will start processing $600 Federal Pandemic Unemployment Compensation benefit payments in the next two weeks. People currently filing or receiving benefits under the state’s regular unemployment insurance program already qualify for the additional $600 and do not need to take further action. The benefit is retroactive to March 29, 2020, and ends with the week ending July 25, 2020.
Will this be backdated? Would hate to be penalized for an archaic system.

Because of the extenuating circumstances that we are facing, the appeals staff is reviewing each appeal to determine if the appeals process is necessary. If it appears an issue was caused because of an error, those requests are being forwarded to Labor unemployment insurance staff for corrections. Claimants who have sent appeal requests should check their Claimant Portal to see if issues remain pending on their account.

I filed on 3/30 due to COVID19 and I have to wait for the waiting week to end. Can you please clarify why this is the issue? No way to get through on the phones to talk to a person regarding this and the chat option is no longer available.

if I am in the high risk category , ie.. age 60 and above, have respiratory asthma, blood type all in high risk and doctor advises shelter in place will I be eligible for unemployment benefits so long as I would be eligible if I were laid off temporarily and job attached?

If my pay is reduced due to Covid 19, are there any benefits to apply for to supplement the reduction?
Idaho does not currently have a program to address this situation. If your hours have been reduced to less than full time, you could potentially qualify for benefits.
Will the rules for applying for unemployment during the coronavirus epidemic become more flexible now that congress finally passed a 2 trillion dollar relief bill? The current rules are unrealistic, infuriating, and unfair under the present unique circumstances. For example, schools are closed and many people do not have child care or can’t afford it. That is considered a barrier to employment under current unemployment benefit guidelines. Really?!

I have tried calling the claims specialist at 208 332 8942, it is a constant busy signal, and I understand given the situation the volume and trying to handle it. I have done what I think I am supposed to do but there is all this confusion surrounding the Governors mandate and high risk individuals and what we are supposed to do. I know the program is trying to play catch up on the moving target so to speak. Being against the clock on making my claim by Friday at end of business day I have filed. I hope it is the right thing to do and I am moving forward. I am effected by the pandemic directly but am not sick. I am laid off because of my at risk situation and have tried to answer the questions honestly but am still confused about how the case by case situation is handled and if I answered as I should. Thank you for your help in this situation we are all in.

General Question that should apply to broad amount of people: Many people employed submitted their claim before the FAQ regarding selecting that they’d be re-employed within 16 weeks. Because of this, they now have to complete a work search in a total state mandated lock down, while employers have every intention of re-employment. 16 weeks is arbitrary in this crisis, so being that there is penalty of perjury written on every page, most did not select this and need to AMEND what they had originally submitted. Can this be done, and if so, how would one go about doing this? I’m sure this is a very sought after answer that is not just specific to me. Thank you.
This FAQ might answer the situation you describe: I failed to indicate I would be returning with an employer on my online application. Do I need to call the department?
No. If the question was marked incorrectly, you will initially be coded as work seeking, but our claim specialists are correcting this for you as quickly as possible. Many customers answered this question incorrectly due to the unique circumstances we are in. If a claim specialist has already corrected your work search requirement, you will be asked if you maintained contact with your employer when you submit your weekly certification. If a claim specialist has not yet corrected your work search requirements, you will be asked to provide at least two work search contacts. Answer that you are unable to report two work search contacts for the week. A question will appear asking: “you indicated you did not seek work for this benefit week, is that correct?” Answer yes. You will be asked to select the reason you did not seek work. Click on Other. Indicate you will be returning to work with your employer as soon as COVID-19 restrictions subside. A claim specialist will review these weekly reports, waive the work search requirement and correct your work search status on your claim.

No, The Department employees act like you are personally taking money from their paycheck. They will try and find any reason to decline your claim. This Department needs drained.

What if the state is still shut down and the benefits expire? Are we just “SOL” then? Because we surely aren’t getting a job while this fiasco continues, and its no fault of our own. Do we get an extension then? Seems like this plan hasn’t been thought through at all.

Given how little Idaho pays this is a significant amount of money. Of course if one misses qualifying by state rules they’d get nothing unless I’m wrong? I was suppose to start working at a job. But because of the CoronoaVirus they have halted the work due to Gov. Littles stay at home. It’s not a matter of, if I feel that I have to stay home, its as a matter of that I must stay home due to nobody open available to care for children ages 11, 9, 6. so therefore because of home schooling each child as well, it is impossible to work with 3 kids. I am a Spot/Gig worker who does computer repair work for people from home and have filed for unemployment. While MAXIMUS and the Department of Health and Welfare allows and counts my side work as hours worked towards SNAP benefits, the unemployment system says I didn’t earn enough money to qualify for unemployment. Hi so due to the covid 19 I can not work I am self employed and I filed unemployment and filled out the certification .. I didn’t realize when the question about when I started work meant all the way back 5 months ago.. Many of us have been forced to shit down due to Covid and unable to pay our bills unless we are working. I was furloughed due to COVID-19, I will be returning to work once we reopen. But I accidentally responded “no” to returning to work after 16 weeks instead of “yes”. Now it says I have to search for work. Is there a way to fix this? I will be returning to work.

Yes I’m trying to file for extension, my last unemployment benefit check was last Thursday. My boss is sick, making us unable to work. I’ve been trying to call all local numbers, I ran over to my local offfice, closed to Covid-19. I attempt Boise phone number but all I get is a beeping sound. Suggestion — They really need to hire a good temporary answering, messaging service with real live people directing the calls or callbacks. I’m am not currently working 40 hours at my employer because There is not enough business due to Covid-19. I have not been laid off and still employed by my employer but not making my normal wage due to cut backs. Do I qualify for UI?

If it has been over two weeks since you submitted a weekly report, you will need to reopen your claim. Log in to the claimant portal and select ‘apply for benefits.’ This will restart your claim and enable you to submit your weekly report on Sunday.

What if I am confined to my home because of COVID-19?
It depends. If you are physically or mentally unable to work due to COVID-19, you generally would not meet the availability requirements to qualify for benefits. If you are isolated (quarantined) due to direction of a medical professional, local health district, your employer or state/local government, you may be eligible if you are off work because of COVID-19 and provided you are returning to work with your employer. I have 2 questions:
1) I am drastically under-employed but still employed and normally have a production-based salary. My earnings are not known for 1 month after I work and therefore would only be able to report my part-time earnings 1 month at a time. Could I still qualify for unemployment during this Covid-19 crisis?
2) I work in health-care that is non-urgent and my employer has allowed me to make the decision not to work (based on Governor Little’s stay-at-home order, CDC guidelines, WHO guidelines, and President Trump’s recommendations). The clinic I work at is still open and my co-workers have chosen to work, but I feel very strongly that the work I perform is non-urgent/non-essential and should be postponed during this time, as recommended by CDC, WHO and Idaho Public Health. When I tried to apply for benefits I could not because the application REQUIRES one to agree to search for a job and submit certifications. This is impossible for me to do because of the stay-at-home order, and safety considerations because I am in a high-risk group.

HELP PLEASE! I have tried since LAST Monday, a week ago, to contact via phone, always busy, emails, never get a reply, web chat after 15 mins waiting get kicked out. I understand it’s busy but when someone needs to edit or fix their application there should be an option in the portal, since it’s not, the only option is to try to contact the office – that is virtually impossible!

My unemployment claim falls outside of the normal guidelines. I am self employed and I filed a claim last week (3/22 to 3/28 2020). Are wage reductions going to be covered? I was notified I would receive a significant wage reduction, but retain full time employment. My employer indicated that unemployment can help bridge the gap.

How do I make edits to my claim? I am self employed and wasn’t sure what category to file under (this was before the wavier on the weekly applications went into effect) I listed LOA when it should have been Layoff. Same thing happened to me I left an email to the appeals office and had to send in tax returns to change the montary eligibility to pending … It might have to take a couple weeks for everything to change
Same exact thing happening with me. Because the wages we added were from self employment, the system automatically determinesvus monetarily ineligible because it has not yet been updated to handle the new eligibility. All we can do really is wait for them to update the system. Call your local office and instead of pushing 2 for unemployment agent, press 1. Ive gotten through to someone every time. Hope this helps.

Our company is furloughing over half of it’s staff, and first they’re opening up for employees to “volunteer to furlough”. If they don’t have enough volunteers, they will then force decisions on who is furloughed. If you volunteer, would you still qualify for unemployment benefits?

Specifically, can the claimant earn 50% -150% of their original benefit amount ONLY or earn up to the same percentages of the original benefit amount PLUS the $600 and receive some or all of their unemployment benefits?

I went back to work a few months ago, and was laid off with the social distancing requirements because I can’t work from home (company reason, not mine). My boss told me to apply for unemployment because part of the pandemic unemployment is including employees who have been at their employer at least 30 days and we’re hired before March 8, who otherwise wouldn’t qualify. I recently successfully filed a claim for UI. My Work Search Status is “Work Seeking”. From what I have read, I need to actively log 2 employer contacts each week. But, how do I gather contact info if all I can do right now is apply online? I registered through the Idaho Job Seeker site. But, when I applied for jobs through the site, it just redirected me to the company’s website to apply. That does not give me a contact name or number. I am applying through several websites to several jobs. But, I don’t have a way to gather real person’s contacts. If you are unemployed due to COVID-19 related reasons and will be returning to work with your employer, you are not required to seek work or register for work with us. Answer ‘yes’ to the question asking if you are returning to work on your unemployment application. You are still required to submit your weekly reports and to maintain contact with your employer.

I was laid off due to COVID-19, and was told I am not eligible due to an overpayment that has since been rectified. I was also told there may be some exceptions made to these situations. I also spoke with Gov. Little’s office regarding the enhanced $600/week since those are Federal funds. Since those will be dispersed via the Sate, will I also not be eligible for those enhanced benefits?

We have new information on the $600 benefit: The agency will start processing $600 Federal Pandemic Unemployment Compensation benefit payments in the next two weeks. People currently filing or receiving benefits under the state’s regular unemployment insurance program already qualify for the additional $600 and do not need to take further action. The benefit is retroactive to March 29, 2020, and ends with the week ending July 25, 2020.
It is expected to be posted before April 28.
