CARES Act

What is the CARES Act?

The federal CARES Act programs provide economic assistance to unemployed workers. The CARES Act consists of programs for an additional $300 per week, individuals who are not eligible for regular benefits, and extended benefits.

Did the CARES Act programs expire?

Yes. But Congress passed legislation to extend the CARES Act programs that affect unemployment benefits. Former President Trump signed it into law on Dec. 20, 2020.

Will I receive an additional $300 per week?

Yes. The Federal Pandemic Compensation (FPUC) program will add an additional $300 to a weekly benefit payment, effective 12/27/2020.

How do I apply for the additional $300 per week?

No additional action is required on your part. If you submit your weekly certification report and are eligible for a full or partial unemployment payment, you will receive the additional $300.

Are independent contractors or self-employed workers covered?

Yes. Pandemic Unemployment Assistance provides benefits to self-employed individuals who became unemployed because of COVID-19 and are not eligible for regular benefits.

How does the Pandemic Unemployment Assistance program help me if I’m not self-employed?

Pandemic Unemployment Assistance provide benefits to individuals who became unemployed because of COVID-19 and are not eligible for regular benefits due to low wages or denied issues.

Can employees work part time and receive Pandemic Unemployment Assistance?

It depends. The individual must be unemployed, or unable/unavailable to work due to a qualifying COVID-19 related reasons. Reduced hours is not a qualifying reason.

I have exhausted my UI benefits. Are additional benefits available?

Yes.  The Pandemic Emergency Unemployment Compensation program provides extended benefits for exhausted claims for a maximum of 24 weeks.

COVID-19 Related Questions

Why did I receive a “Pandemic Unemployment Assistance Personal Eligibility Determination Not Eligible for benefits under PUA” letter in the mail denying benefits?

You were denied benefits for the period of time listed on the letter because you did not indicate you were unemployed due to qualifying COVID-19 pandemic reasons on your weekly certification application. If you disagree with the determination, you may appeal.

Can I lose my benefits if I do not return to work when my employer’s business reopens?

Yes. You can potentially lose benefits if you do not return to work when the business opens. We would obtain details to find out whether you had good cause for not returning to work. We would ask for the reason for refusing work. Is this based on concern or fact (for example, do others in the workplace have COVID-19)?  What does the employer have in place to keep you safe? What are your duties in relation to interacting with others?  Could you telework? These questions and more must be asked to determine if you have good cause for refusing work. We look at each situation on a case-by-case basis.

What should I do when I return to work or find new employment?

Stop filing weekly reports when you return to work full time, even if you will not be receiving a paycheck that week. You do not need to contact the department or withdraw your claim when you return to work full time. Your claim will go inactive within two weeks after you stop filing weekly reports. If you become unemployed or underemployed again, you must reopen their claim at labor.idaho.gov/claimantportal.

What if I‘m temporarily laid off because the place where I work is temporarily closed due to COVID-19?

An individual temporarily laid off may qualify for benefits if he or she was able, available for and actively seeking work or returning to work with their employer.

Will I be required to look for work if I am temporarily out of for work because of coronavirus (COVID-19)?

No. If you are unemployed due to COVID-19 related reasons and will be returning to work with your employer, you are not required to seek work or register for work with us. Answer ‘yes’ to the question asking if you are returning to work on your unemployment application.

What if I am ill or have been diagnosed with COVID-19?

If you are unable to work due to COVID-19, you would not meet the able requirements to qualify for benefits. If you become ill after you have applied for unemployment, eligibility would be determined on a case-by-case review.

What if I quit my job because I am generally concerned over COVID-19?

It depends. Quitting for health reasons may be good cause. This would be determined on a case-by-case review.

What if I am confined to my home because of COVID-19?

It depends. If you are physically or mentally unable to work due to COVID-19, you generally would not meet the availability requirements to qualify for benefits. If you are isolated (quarantined) under the direction of a medical professional, local health district, your employer or state/local government, you may be eligible if you are off work because of COVID-19, provided you are returning to work with your employer.

What if I leave work because my child’s school has temporarily closed, and I feel I have to stay home with the child?

An individual who leaves work voluntarily without a reason attributable to the employer is generally disqualified from receiving UI. The reason the individual in this situation left work would not be considered attributable to the employer. Consequently, the individual would likely not qualify for UI. If you are unable or unavailable for work, you would not meet the able and available requirements to qualify for benefits.

What if I am currently in isolation due to COVID-19, but have not been diagnosed?

You could be eligible for benefits. This would be determined on a case-by-case review.

General Unemployment Insurance

I have a pending issue preventing payment. What does that mean?

If your status is “Pending Issue Stopping Payment,” additional information could be needed to determine if you are eligible for benefits. If a claims representative is not able to resolve the issue without speaking with you, they will contact you by phone or email for additional information to resolve your issue. Please be advised that your issue status on the Claimant Portal takes overnight to reflect resolved issues.

Should I contact the department if I have pending issues on my claim?

No. A claims representative will contact you by phone or email for additional information. It is not necessary for you to call us to have the issue resolved. Continue to file your weekly certifications.

Why does the online benefits application look like it’s unavailable?

If you are applying online using a tablet or phone, please ensure you using Chrome, Edge or Safari browsers. You will not be able to use your phone or tablet if you are using Internet Explorer (IE).

What is the quickest payment method – direct deposit or a bank card?

Your first payment will arrive 5-7 business days earlier if you enroll in direct deposit. View additional payment information here.

How much will I receive in unemployment insurance?

You can access your projected benefit amount online at labor.idaho.gov/claimant portal when you submit your unemployment insurance application.

I received my $600 stimulus payment. Do I report it on my unemployment insurance application or weekly certification?

No. The stimulus payment is not tied to employment and is not reportable for unemployment insurance purposes.

Are benefits paid through the CARES Act taxable?

Ten percent will be withheld for federal taxes if you elected to have taxes withheld from your regular benefits. We cannot withhold state taxes. Find more information about changing your election.

Do I have to report other income, for example, if my employer gave me part of their stimulus package?

Yes. This is reportable income categorized as “other income,” and reportable in the week that you receive it. This is reportable every week if you are receiving it on your regularly scheduled pay dates. This occurs when the employer gets a Paycheck Protection Program loan and then pays the claimant their regular or a portion of their regular paycheck.

Is it possible for claimants with health issues to expedite the claims process?

No. Claims are generally worked oldest to newest. They are not in order based on need.

      6. Idaho Department of Labor Post author

CARES Act programs will be retroactive. New information today: The agency will start processing $600 Federal Pandemic Unemployment Compensation benefit payments in the next two weeks. People currently filing or receiving benefits under the state’s regular unemployment insurance program already qualify for the additional $600 and do not need to take further action. The benefit is retroactive to March 29, 2020, and ends with the week ending July 25, 2020.

Will this be backdated? Would hate to be penalized for an archaic system.

I had appeal my claim but haven’t recieved anything did that means I got denied

    1. Idaho Department of Labor Post author

Because of the extenuating circumstances that we are facing, the appeals staff is reviewing each appeal to determine if the appeals process is necessary. If it appears an issue was caused because of an error, those requests are being forwarded to Labor unemployment insurance staff for corrections. Claimants who have sent appeal requests should check their Claimant Portal to see if issues remain pending on their account.

I’m confused as to why the answers to “What if I am confined to my home…” and
“What if I am currently in isolation due to COVID-19…” are different? They seem like the same question yet have very different answers those of which will result in serious repercussions for people.

    1. Idaho Department of Labor Post author

It is difficult to address every situation; each situation will be determined individually. Please continue to submit your weekly certifications, answer the questions honestly, and we will contact you for additional information regarding your eligibility.

What if your job is caring for adults with disabilities and you get sick your employer says you can’t return with out a dr note and your Dr says to stay home. Because your fever is not high enough to be tested Would you qualify for benefits?

    1. Idaho Department of Labor Post author

This might answer your question: What if I am confined to my home because of COVID-19?
It depends. If you are physically or mentally unable to work due to COVID-19, you generally would not meet the availability requirements to qualify for benefits. If you are isolated (quarantined) due to direction of a medical professional, local health district, your employer or state/local government, you may be eligible if you are off work because of COVID-19 and provided you are returning to work with your employer. If you are unemployed due to the Governor’s stay home order, you may be eligible for benefits.

This program extends benefits for claimants who exhaust their regular benefits. We are working with the U.S. Department of Labor on further details so we can implement these changes. Pretty heartless that the state can’t waive the waiting week. Shows they government employees and Little are still getting paid and richly.

    1. Idaho Department of Labor Post author

A new FAQ was added on Friday, March 27:
Will my waiting week be waived?
It depends. If you filed your claim on or after 3/8/2020, the waiting week is waived for the length of Gov. Brad Little’s proclamation. If you filed your claim prior to 3/8/2020, there are no provisions to waive the waiting week.

      1. Rachel

I filed on 3/30 due to COVID19 and I have to wait for the waiting week to end. Can you please clarify why this is the issue? No way to get through on the phones to talk to a person regarding this and the chat option is no longer available.

      2. Idaho Department of Labor Post author

For claims filed after 3/8/2020, the waiting week is waived for the length of Gov. Brad Little’s proclamation.

if I am in the high risk category , ie.. age 60 and above, have respiratory asthma, blood type all in high risk and doctor advises shelter in place will I be eligible for unemployment benefits so long as I would be eligible if I were laid off temporarily and job attached?

If my pay is reduced due to Covid 19, are there any benefits to apply for to supplement the reduction?

      2. Idaho Department of Labor Post author

Idaho does not currently have a program to address this situation. If your hours have been reduced to less than full time, you could potentially qualify for benefits.

      3. Lisa Lochner

Will the rules for applying for unemployment during the coronavirus epidemic become more flexible now that congress finally passed a 2 trillion dollar relief bill? The current rules are unrealistic, infuriating, and unfair under the present unique circumstances. For example, schools are closed and many people do not have child care or can’t afford it. That is considered a barrier to employment under current unemployment benefit guidelines. Really?!

      4. Idaho Department of Labor Post author

Lawmakers agreed to a significant expansion of the unemployment insurance program. Additional compensation, extensions, and assistance for self-employed individuals are on the way. We’re working out the details with our partners at the U.S. Department of Labor and hope to implement the changes as soon as possible. We will update the FAQs when we have new information.

      5. Rick Kloepfer

I have tried calling the claims specialist at 208 332 8942, it is a constant busy signal, and I understand given the situation the volume and trying to handle it. I have done what I think I am supposed to do but there is all this confusion surrounding the Governors mandate and high risk individuals and what we are supposed to do. I know the program is trying to play catch up on the moving target so to speak. Being against the clock on making my claim by Friday at end of business day I have filed. I hope it is the right thing to do and I am moving forward. I am effected by the pandemic directly but am not sick. I am laid off because of my at risk situation and have tried to answer the questions honestly but am still confused about how the case by case situation is handled and if I answered as I should. Thank you for your help in this situation we are all in.

      6. Idaho Department of Labor Post author

Our phone lines are overwhelmed with the number of calls we are getting. We have additional staff answering calls and are answering them as quickly as we can. We do not have a time estimate however. We appreciate your patience as we try to help everyone. If there are questions on your claim, a claims specialist will contact you.

      7. Tyler Schmidt

General Question that should apply to broad amount of people: Many people employed submitted their claim before the FAQ regarding selecting that they’d be re-employed within 16 weeks. Because of this, they now have to complete a work search in a total state mandated lock down, while employers have every intention of re-employment. 16 weeks is arbitrary in this crisis, so being that there is penalty of perjury written on every page, most did not select this and need to AMEND what they had originally submitted. Can this be done, and if so, how would one go about doing this? I’m sure this is a very sought after answer that is not just specific to me. Thank you.

      8. Idaho Department of Labor Post author

This FAQ might answer the situation you describe: I failed to indicate I would be returning with an employer on my online application. Do I need to call the department?
No. If the question was marked incorrectly, you will initially be coded as work seeking, but our claim specialists are correcting this for you as quickly as possible. Many customers answered this question incorrectly due to the unique circumstances we are in. If a claim specialist has already corrected your work search requirement, you will be asked if you maintained contact with your employer when you submit your weekly certification. If a claim specialist has not yet corrected your work search requirements, you will be asked to provide at least two work search contacts. Answer that you are unable to report two work search contacts for the week. A question will appear asking: “you indicated you did not seek work for this benefit week, is that correct?” Answer yes. You will be asked to select the reason you did not seek work. Click on Other. Indicate you will be returning to work with your employer as soon as COVID-19 restrictions subside. A claim specialist will review these weekly reports, waive the work search requirement and correct your work search status on your claim.

      9. Melissa

Per the Idaho Department of Labor advisement I have called the number listed above countless times and haven’t been able to even get the phone to ring through. How would you like individuals to contact you via phone if no one is answering?

What if the state is still shut down and the benefits expire? Are we just “SOL” then? Because we surely aren’t getting a job while this fiasco continues, and its no fault of our own. Do we get an extension then? Seems like this plan hasn’t been thought through at all.

Hi I am a 26 year veteran (Nov. 1 2019 retirement date but still haven’t received a retirement check) that had exhausted my benefits (with my current employer), that very week, my employer called to tell me I was laid off indefinitely (their words) until they see how this coronavirus thing played out. I know the federal government has released funding, why is Idaho denying benefit for those of us caught in this predicament? Do I sign up for food stamps? Please advise

    1. Idaho Department of Labor Post author

These FAQs may answer your question:
What if I quit my job because I am generally concerned over the COVID-19 virus?
It depends. Quitting for health reasons may be good cause. This would be determined on a case-by-case review.

What if I am confined to my home because of COVID-19?
It depends. If you are physically or mentally unable to work due to COVID-19, you generally would not meet the availability requirements to qualify for benefits.

Given how little Idaho pays this is a significant amount of money. Of course if one misses qualifying by state rules they’d get nothing unless I’m wrong? My nail salon was shut down due to Idaho stay at home order March 25th. I understand under those circumstances independent contractors can apply for unemployment.
Gig workers, freelancers, self-employed are eligible
In an unprecedented move, the stimulus bill expands unemployment protections to gig workers, freelancers and self-employed individuals, who typically don’t qualify for unemployment benefits.

Seth Harris, former Deputy U.S. Secretary of Labor, describes this aspect of the stimulus package as a “gigantic change,” but notes that it could be complicated to execute.

“It will be harder [to calculate] because these workers don’t have a W-2 or an average weekly wage,” Harris says. “These folks have income that varies dramatically from week to week or month to month.”

It’s not clear yet how state benefits will be calculated for these workers; unemployment is traditionally calculated as a percentage of weekly earnings, up to a maximum amount.

How do I go about filing? Can it be done online?

The CARES Act creates a temporary Pandemic Unemployment Assistance program through December 31, 2020 to provide payment to those not traditionally eligible for unemployment benefits (self-employed, independent contractors, those with limited work history, and others) who are unable to work as a direct result of the coronavirus public health emergency. Specifically, the CARES Act provides that a “covered individual” includes anyone who self-certifies that they are able and available to work but is unemployed or partially unemployed.

Will Idaho be making unemployment available to self employed as stated in the Care Act?

Would you plz stop copying and pasting the same answer? If you do t know when updates will be made to the website for self-employed, just say so. The new bill states that we will be eligible. FAQ states…… “What if I leave work because my child’s school has temporarily closed, and I feel I have to stay home with the child?” Ummm…. It’s not a matter of, if I feel that I have to stay home, its as a matter of that I must stay home due to nobody open available to care for children ages 11, 9, 6. so therefore because of home schooling each child as well, it is impossible to work with 3 kids. How is it that this situation would not be eligible under the federal unemployment expansion??

Many of us have been forced to shit down due to Covid and unable to pay our bills unless we are working. We are Self Employed and among the Millions across the nation struggling to find hope, financial stability and clarity in all this mess. There is nothing transparent about this stimulus bill other then “help is on the way” with no REAL deadline in site.

How will this help self employed stylists across the state? Please no “generic – help is on the way” response like you’ve posted. Mainly because over 1 million workers in the USA are Self Employed. Many have been denied with a “No Eligible Program Available” notice to their/our claims. We need EXACT answers, not generic.

    1. Do we qualify for help under the new expansion?
    2. Does this only apply to those who have paid into the UI taxes or does it apply to ALL Self Employed?
    3. How “soon” will this be worked out so we can start paying our bills again?

I was furloughed due to COVID-19, I will be returning to work once we reopen. But I accidentally responded “no” to returning to work after 16 weeks instead of “yes”. Now it says I have to search for work. Is there a way to fix this? I will be returning to work.

This FAQ was added after you asked your question:

Yes I’m trying to file for extension, my last unemployment benefit check was last Thursday. My boss is sick, making us unable to work. I’ve been trying to call all local numbers, I ran over to my local offfice, closed to Covid-19. I attempt Boise phone number but all I get is a beeping sound. I don’t know what to do, who can I call, how long are local offices going to be close or how I can leave email. I’m starting to panic because I must file for last week, god willing I receive extension. I don’t know what would prevent me from receiving my first extension and the extra 600$ a week from the stimulus package that has passed. So I’m needing help with getting extension, hopefully file by today, 29th of Monday, I’m sure it’s very busy but I pray I receive my funds this Thursday or I don’t know what I’m going to do. Thank you, I’m starting to worry and I hope I’m able to get help. I know y’all are working hard, but not knowing if I’m eligible for extension and the 600$ weekly has me worried. So whatever I have to do as far as getting ahold of someone, please let me know.

    Thank you & God bless,

Suggestion — They really need to hire a good temporary answering, messaging service with real live people directing the calls or callbacks. The one phone automated line is being overwhelmed so all you get a busy signal. This is frustrating for those having problems with the portal. I am confident you have great workers there that are really being overwhelmed.

In the FAQ above as of March 30 there is a note that said that some claimants will be eligible for extended benefits. It says to continue to submit certification each week.

    1. Idaho Department of Labor Post author

Does this FAQ answer your question?
What if I am confined to my home because of COVID-19?
It depends. If you are physically or mentally unable to work due to COVID-19, you generally would not meet the availability requirements to qualify for benefits.

    I have 2 questions:
    1) I am drastically under-employed but still employed and normally have a production-based salary. My earnings are not known for 1 month after I work and therefore would only be able to report my part-time earnings 1 month at a time. Could I still qualify for unemployment during this Covid-19 crisis?
    2) I work in health-care that is non-urgent and my employer has allowed me to make the decision not to work (based on Governor Little’s stay-at-home order, CDC guidelines, WHO guidelines, and President Trump’s recommendations). The clinic I work at is still open and my co-workers have chosen to work, but I feel very strongly that the work I perform is non-urgent/non-essential and should be postponed during this time, as recommended by CDC, WHO and Idaho Public Health. Would I qualify for receiving under-employment benefits?

I applied on March 18th and was shown what I was estimated to receive. I still have received no communication or payments. I’m concerned because I need to talk with someone and have tried all avenues. I’m starting to have concerns that no one will contact me. I understand there is a lot of chaos going on and am trying to remain positive.

    1. Idaho Department of Labor Post author

This FAQ might answer your question:
How long does it take for someone to receive their first payment?
If there is nothing preventing payment, likely in about a week after filing. If there is an issue preventing payment, claims are worked in the order filed. Unfortunately, right now, due to extremely high claims volume, there will be a delay.

  113. Rachel Henn

Do I qualify for unemployment insurance if I went from working 60 hours a week to 40? I have two jobs and one closed temporarily because it’s a restaurant but I am still working at the other.

Also I live in Idaho but work in Washington. Which state should I seek unemployment insurance through?

    1. Idaho Department of Labor Post author

We would recommend calling the claims center so we can determine where you wages have been reported. If you worked in Idaho in the last 18 months, you may qualify in Idaho. Otherwise, you will probably be required to file in Washington because your employer paid taxes on your wages to that state.

  114. Jerimiah A Hamby

Can you receive benefits if your employer puts you on furlow because of lack of work due to the covid?

    1. Idaho Department of Labor Post author

If you are unemployed due to COVID-19 related reasons and will be returning to work with your employer, you are not required to seek work or register for work with us. Answer ‘yes’ to the question asking if you are returning to work on your unemployment application. You are still required to submit your weekly reports and to maintain contact with your employer.

  115. Tyler Mason

I applied for unemployment benefits 2 weeks ago because I was under quarantine at home while awaiting results of my Covid19 test. After applying I was deemed monetarily ineligible. I believe this was due to my self employed work from last year not being included in the quarters.

Now that this pandemic unemployment bill has passed I should be eligible. I have returned to work but my hours have been cut and I am facing being laid off within the next few weeks.

When will my claim status be updated? I have tried calling multiple times a day for the last week and a half and the phones are always busy, I’ve tried chatting but they always say no one availability, and I’ve tried emailing.

I’m getting very stressed and I’m facing eviction.

Please don’t give me a canned response.

On self-employment – We are working with the U.S. Department of Labor on further details so we can implement these changes, which could take several weeks. Please apply for benefits online at labor.idaho.gov/claimantportal and continue to submit your weekly certifications. Enter your work history on the online application as self-employment. We will inform you of any changes that will potentially affect your unemployment benefit claim. For short-term help, the website LiveBetterIdaho.org is a good resource. We encourage you to review the different options listed there.

Two statements in the FAQs are confusing and misleading to the self-employed:

    (1) If you are unemployed due to the Governor’s stay home order, you may be eligible for benefits.

    (2) NEW March 30: Are Independent contractors or self-employed workers covered?: … Please apply for benefits online at labor.idaho.gov/claimantportal and continue to submit your weekly certifications.

When I tried to apply for benefits I could not because the application REQUIRES one to agree to search for a job and submit certifications. This is impossible for me to do because of the stay-at-home order, and safety considerations because I am in a high-risk group.

PLEASE change the March 30 FAQs addition regarding the self-employed so that we are not mislead into believing that it is possible to apply now.

    Thank you.

    1. Idaho Department of Labor Post author

Once the $600 starts to get distributed, will it be from that payment forward, or will it be backdated to the beginning of the claim? Will it be in one lump sum, or prorated over multiple weekly disbursements?

    1. Idaho Department of Labor Post author

This FAQ was updated after you posed your question: The CAREs Act includes Federal Pandemic Unemployment Compensation (FPUC), which adds an additional $600 to each claimant’s weekly payment. This is effective for weeks claimed with the week ending April 4, 2020, but we need additional guidance from the U.S. Department of Labor as well as to make programming changes which could take several weeks. If you are eligible, you will receive your regular weekly benefit amount now, and then you will receive the $600 retroactively when we get it programmed.

  119. Jenna L Thorson

I had just started working at a job in January and as such was found monetarily ineligible. My employer stopped giving everyone hours including me due to Covid-19. HELP PLEASE! I have tried since LAST Monday, a week ago, to contact via phone, always busy, emails, never get a reply, web chat after 15 mins waiting get kicked out. My son’s claim has a pending issue stopping payment.

Your FAQ says not to contact IDL, they will contact him.

Is there a way to resolve this in a timely manner?

I was laid off in 2019 and exhausted my unemployment insurance benefits. I am still looking for work. I understand I am eligible for extended UI benefits under CAREs, but I don’t see any way to apply on the Idaho site. How do I apply for extended benefits?

    1. Idaho Department of Labor Post author

This FAQ answers the question generally; details are still being worked out.
I have exhausted my UI benefits. Are additional benefits available?
Yes. The CAREs Act expanded the unemployment insurance program to include Pandemic Emergency Unemployment Compensation (PEUC). This program extends benefits for claimants who exhaust their regular benefits. We are working with the U.S. Department of Labor on further details so we can implement these changes. I see per your FAQ that you will be working with the US Dept of Labor to implement the additional $600 per week to unemployment payments. If someone applied for benefits this week, but your office delays implementing the CAREs act for another couple weeks, will your office be offering back payments for that lost time, as Washington State is doing? Thank you.

My unemployment claim falls outside of the normal guidelines. I am self employed and I filed a claim last week (3/22 to 3/28 2020). You wrote “Enter your work history on the online application as self-employment. We will inform you of any changes that will potentially affect your unemployment benefit claim.” I entered my work history but the site says that my current claim will expire on 4/4/2020 because I am “Monetarily Ineligible”. I understand that the system isn’t designed to help individuals who are self employed, but I am afraid that my current claim will be deleted from the system when it expires on 4/4/2020. What can be done to prevent the current claim from being deleted? Thank You

    1. Idaho Department of Labor Post author

Claims will not be deleted while we are waiting for guidance from the U.S. Department of Labor and implementing the changes into our system.

How do I make edits to my claim? I am self employed and wasn’t sure what category to file under (this was before the wavier on the weekly applications went into effect) I listed LOA when it should have been Layoff. I also made a mistake of saying “no” on the working full time hours, when I was in fact working full time. Currently my claim states that I am Monetarily Ineligible and not able to fix these errors. 3. Brian Garcia

Same exact thing happening with me. Because the wages we added were from self employment, the system automatically determinesvus monetarily ineligible because it has not yet been updated to handle the new eligibility. All we can do really is wait for them to update the system. Call your local office and instead of pushing 2 for unemployment agent, press 1. Ive gotten through to someone every time. Hope this helps.

I know wait times are, understandably, very long right now, but if my claim says “pending issue stopping payment”, how long could it take for a claims specialist to reach out? I am a self-employed independent contractor and just applied for UI. It says I am ‘Monetarily Ineligible’. I’m assuming that’s because you haven’t implemented the self-employed status yet of being allowed for Covid-19.. you’re ‘working on it’? When you DO implement it….. will you be automatically making changes to those applications that will then qualify? If not, what do we need to watch for or do?????

Our company is furloughing over half of it’s staff, and first they’re opening up for employees to “volunteer to furlough”. If they don’t have enough volunteers, they will then force decisions on who is furloughed. If you volunteer, would you still qualify for unemployment benefits?

We understand the frustration. Our phone lines are overwhelmed with the number of calls we are getting. We have additional staff answering calls and are answering them as quickly as we can. We do not have a time estimate however. We appreciate your patience as we try to help everyone.

I returned to work in January after being a stay at home parent for a few years because childcare is so expensive. I only worked two months before being laid off, but desperately needed, and miss, the income. My boss told me she was notified by unemployment that if you worked your current job at least 30 days, and were hired before March 8, you would be able to receive unemployment based on the new laws passed with the COVID. Is this correct? If so, how do I get my claim changed to eligible so that I can receive the unemployment payments?

    1. Idaho Department of Labor Post author

Please call a claim specialist to get answers to your specific claims questions.

  166. Amber C Jones

With the CARES ACT enhancing each individual’s weekly benefits by adding $600 to their original benefit amount, does this change the number of part time hours and income an individual may make during the week claimed and still receive benefits? Specifically, can the claimant earn 50% -150% of their original benefit amount ONLY or earn up to the same percentages of the original benefit amount PLUS the $600 and receive some or all of their unemployment benefits?

    1. Idaho Department of Labor Post author

If you are eligible, you will receive your regular weekly benefit amount now, and then you will receive the $600 retroactively when we get it programmed.

My tour business collapsed, it is a single person business. I though am also on SSI; however, it doesn’t pay enough to live on and my reserves got wiped out after two cancer fights. Does my SSI disqualify me from relief.

I filed for unemployment but it says “pending issue” and I cant get ahold of the office. Should I just wait?

    1. Idaho Department of Labor Post author

Yes. A claims representative will contact you by phone or email for additional information. It is not necessary for you to call or initiate a click to chat session with us to have the issue resolved. Continue to file your weekly certifications.

we just moved out of Idaho to az our work history is in Idaho. can we still file for idaho unemployment ?

  170. Brian

How soon can we expect the system to become updated to handle the new eligibility?

    1. Idaho Department of Labor Post author

We do not yet have a timeframe but it may be several weeks.

  171. Tonya

This is an extraordinarily challenging time for our workforce, for everyone everywhere. Thanks for all you do.

I work as a kitchen staff employee for an Idaho public school district where I am in constant close proximity contact to co workers and I am diabetic. I feel it is in my best interest to stay at home until a positive solution has been found for the Coronavirus. Am I eligible for UI benefits?
    Thanks!

    1. Idaho Department of Labor Post author

It depends. Quitting for health reasons may be good cause. This would be determined on a case-by-case review.

  173. Matthew Campbell

I just want to say thank you for all of the work that you are doing. I know that there is an overwhelming amount of unemployment claims being made….an increase approximately 3000% the normal amount. I appreciate how hard you all must be working there to make everything happen as smoothly as possible. Thank you so much! It is appreciated by everyone that you are helping.

  174. Anthony Kantner

If you accepted a pay cut but hours were not reduced, do you qualify for unemployment?

    1. Idaho Department of Labor Post author

Idaho does not currently have a program to address this situation. If your hours have been reduced to less than full time, you could potentially qualify for benefits.

  175. Michael Daly

I know things are quite busy but kudos to you as there was movement on my account and I should receive first payment next week. This payment does not include the supplement. Is there an ETA as to when we will receive that payment. If we are approved for unemployment will we automatically receive the supplement?

    Thank you for coming through.

    1. Idaho Department of Labor Post author

We are working with the U.S. Department of Labor on the implementation of the CARES Act. In addition, Idaho, like all states, will need to change its unemployment insurance system in order to make payments to people authorized to receive additional benefits so it may be several weeks.

  176. Idaho

I understand that you are super busy, but it is very frustrating for those of us trying to pay bills. I’ve been calling daily (like everyone else here), getting a busy signal. There is no where to email, so I left a comment here yesterday. Everyone else’s comments are getting answered, but mine got deleted with no response. I went back to work a few months ago, and was laid off with the social distancing requirements because I can’t work from home (company reason, not mine). My boss told me to apply for unemployment because part of the pandemic unemployment is including employees who have been at their employer at least 30 days and we’re hired before March 8, who otherwise wouldn’t qualify. My claim was denied. I have been filing waiting weeks and trying to get through. I understand you are overwhelmingly busy, but what is the process? Is there a virtual wait list somewhere? With no way to email and lines that just ring busy so you can’t even leave a message…there is no way to fix the claim. Please help

    1. Idaho Department of Labor Post author

We’re answering questions on social media as quickly as we can, but haven’t gotten to them all yet. Our phone lines are overwhelmed with the number of calls we are getting. You may also try our Click to Chat feature, but it is busy as well.

So, an furloughed employee filed with an out of state DL— what happens next as he cannot go get a new ID license because the DL offices are closed?

    1. Idaho Department of Labor Post author

If you file online and have an identification card or out-of-state driver’s license, your online profile information will remain unverified, but please continue with the online application.

If there is a Pending issue, stopping payment. How long does it take for a claim specialist to get ahold of a person by e-mail or by phone?

    1. Idaho Department of Labor Post author

We do not have a time estimate but our staff is making calls as quickly as possible.

  180. Dave Bacon

Hi There I’m checking my claim status and it says “Monetarily Pending” can you tell me what that means?

    1. Idaho Department of Labor Post author

If your status is “Pending Issue Stopping Payment,” additional information could be needed to determine if you are eligible for benefits. A claims representative will contact you by phone or email for additional information to resolve your issue.

  181. Hanz

I recently successfully filed a claim for UI. My Work Search Status is “Work Seeking”. From what I have read, I need to actively log 2 employer contacts each week. But, how do I gather contact info if all I can do right now is apply online? I registered through the Idaho Job Seeker site. But, when I applied for jobs through the site, it just redirected me to the company’s website to apply. That does not give me a contact name or number. I am applying through several websites to several jobs. But, I don’t have a way to gather real person’s contacts. I am concerned how that may effect my benefits as I complete my weekly certifications. Can you please advise?

  182. Gretchen Minshew

I too have the “Pending Issue Stopping Payment.” What could be the information you need? I’m happy to provide it! I filed (first time filer) weeks ago, have emailed and nothing…please help!!!

We do not have a time estimate but please know that our staff is calling claimants as quickly as they can.

  183. Bill Miles

Do Covid-19 unemployment applications require the IDOL to obtain verification from the employer? Could this be a source for “payment stopped due to impening issue” problems. If so, what can be done about it?

I applied for UI as a self employed individual the day they passed the cares act. I still haven’t been approved and know it will take time but will I get back paid from the date of application once I am accepted?

  185. Michelle

What if I recently started the job, only received one paycheck, then was laid off due to COVID-19, with a promise to return to work. Would I still quality under the CARES Act?

  186. Diarra Gipson

I was laid off due to COVID-19, and was told I am not eligible due to an overpayment that has since been rectified. I was also told there may be some exceptions made to these situations. I also spoke with Gov. Little’s office regarding the enhanced $600/week since those are Federal funds. Since those will be dispersed via the Sate, will I also not be eligible for those enhanced benefits?

  187. Michelle

For Those who are currently penalized for 52 weeks; Can those apply for the benefits??….. is there any exceptions due to this pandemic where people lost their job with no fault of their own….

  188. Krista

Thanks for handling the ridiculously increased workload and trying to help us as quickly as possible. I can’t imagine the stress of having to deal with all the calls, emails, and chats from people not reading the FAQ first. How frustrating!

    Great job, keep it up!!

  189. Michaela

Are they planning on backdating the expansion payments once it has been implemented?

  190. Alisa C DeFort

Thank you for all of your hard work to implement the additional federal funds funds for Unemployment claimants. Once you have streamlined the process for us, will current Unemployment Recipients be awarded the additional weekly $600 retroactively ? If so, what week would be the beginning date. I am trying to budget accordingly. Thank you again.

If I’m currently on unemployment and return to full time work will I still get the retroactive 600$ for the week’s I was on UI?

  195. Idaho Department of Labor Post author

We have new information on the $600 benefit: The agency will start processing $600 Federal Pandemic Unemployment Compensation benefit payments in the next two weeks. People currently filing or receiving benefits under the state’s regular unemployment insurance program already qualify for the additional $600 and do not need to take further action. The benefit is retroactive to March 29, 2020, and ends with the week ending July 25, 2020.

Here is updated information: The CARES Act includes Pandemic Emergency Unemployment Compensation (PEUC). This program extends benefits for claimants who exhaust their regular benefits. We expect first payments to occur in late April. If you have exhausted benefits, please continue to submit your weekly certifications. The benefit is retroactive to March 29, 2020, and ends Dec. 26, 2020. Once the program is implemented, we will inform you of any necessary requirements by phone, email, or mail.
